This issue can't be edited

Because it belongs to an archived project. Jira admins can restore projects from the archive.

User can go to end screen without click on submit in consumption of question set

Description

1. Open the preprod
2. Login as guest or custodian user
3. Search for the question set
4. Consume the content
5. Go to submit page
6. Click on next button
7. Observe

Expected result:
User should not be able to go to end screen unless until user click on submit

Actual result:
The next button is enable, and user can click on it and go to end screen
