Support show / hide of evaluation feedback

Description

While creating a question set, Creator will / should be able to configure whether to show / hide evaluation feedback for interactive questions (MCQ, FTB, MTF, etc). Based on this configuration, the player should show / hide evaluation feedback when the Learner attempts a question.

This configuration applies to all the questions in a question set.

Feedback popup are standard across all question types to maintain consistency in user experience.
