[ML] Questions in the reports are not showing in the given order

Description

Question list in the in app reports are not showing in the given order. (Order in which it appears in the observation).
Steps to reproduce

  1. Open the Diksha app and open any solution

  2. fill the solutions and submit.

  3. check the reports - questions will be in a different order.

    (For this try with the solution "name": "Social Audit of Samagra Shiksha"
    under program name Social Audit )
