[ML] Issue in importing project in observation led imp

Steps to reproduce

1. Login to the app

2. click on programs tile

3. open program which has observation led imp observation where certificate is attached to a project

4. check is there any project available in that program which is added as a suggestion project for the observation led imp

5. open observation and fill the form

6. go to reports tile

7. open the submitted observations and scroll down

8. click on ‘click here to improve’ button

9. pick one project from the suggestions

10. click on start improvement button

11. import the project

12. do some actions to the project

13. click back button

14. come back to the same program

Actual results - before importing the project, the project is already available in the program

Expected results - After importing the project, then only project should show up in that program

Note -

1. After importing project, then only user should see that particular project under that particular program (before importing those suggested projects should not show under that program
