Project and Observation metric in Tabular representation

As mentioned in the previous release, a strong need had come from the programs team to represent data in tabular format for admins to read data easily. To make it more effective it is important to have filters for them that will help them filter out the data that they want to focus on.

As an admin, they want to filter the data given in tabular representation so that they are able to filter the data that they want to see and will help them read the data clearly.

As this capability is developed in 4.4, in 4.5 project and observation metrics will be presented in a tabular format that can be downloaded based on the filters applied.
