Business context:
Currently the certificate templates when requested by the state goes through a series of manual process like the creation of the certificate template, converting to html files, then implementation team etc.,This consumes lot of time and as credentialing is scaling at a high pace, there is a pressing need to automate the certificate template creation process

As a State Admin, I want to be able to add certificate template, So that i can configure it for a course

Acceptance criteria:

Pre-conditions:

1. The collection is trackable

2. The logged in user’s role is content creator or content creator + mentor
   
   

Verify that:

1. User sees an option to create new certificate template

2. User sees an option to enter the below details

   1. State Logo - There could be one or two Logos ( 88px X 88px, PNG, max 10 KB)

   2. State Name

   3. State Map

   4. Certificate name

   5. Signature - There could be one or two signatures (112px X46px , without background, PNG, max 2 KB)

   6. Designation - There could be one or two designations

3. User sees a set of instructions on how to enter/upload the above information

4. User sees appropriate error messages when the below conditions are not met

   1. State logo - file type should be <> and of max size <>

   2. Signature - file type should be <> and of max size <>

   3. Designation, State Name - max characters <>

5. User sees an option to remove the uploaded image (logo, signature)

6. User sees an option to choose the layout

7. User sees an option to refresh the certificate template once the required information is added
