Remove option to 'Add more question' in a question set for Collection - 'Question Paper'

Description

User: Project Setup Admin
Portal: Diksha (https://dev.sunbirded.org/)

Preconditions: User has permission to add contribute to a project

User Actions:
1. user logs into contributing portal (Vidyadaan)
2. For a project of type Question Paper collection
3. User clicks on to create new
4. The option to Add question does not come for the user

Note - It can be safely assumed, only one question per question set will be created.
